Ishibashi graduated from the Department of Law, Faculty of Law, Chuo University in 1988.

He completed the master's degree at University of Alabama, USA (gained Master of Politics) in 1991. / Joined Head Office of the Japan Telecommunications Workers' Union in 1992 and worked in the International Department. Seconded to the Asia Pacific Regional Office of the International Confederation of Free Trade Unions (in Singapore) in 1994 and worked as Chief of the Information Bureau and Youth Division. Returned to Head Office of the Japan Telecommunications Workers' Union in 1996 and became Chief of the International Division and Manager in charge of International Affairs. Worked in the International Training Center of the International Labour Organization (ILO) (in Italy) from 2001. Seconded to the ILO Sub-Regional Office for South-East Asia and the Pacific (in Philippines) in 2006. Participated in ILO technical cooperation activity as senior specialist in charge of workers' activities. Became Special Member of the Central Executive Committee of the Federation of Information and Commucication Technology Service Workers of Japan and the All NTT Workers Union of Japan in 2009. / Ran for the 22nd House of Councillors election from the Proportional Representation Constituency and elected in 2010 for the first time. / Currently Member of the H. C. Committee on General Affairs, the Committee on Oversight of Administration, and the Special Committee on Okinawa and Northern Problems.
