Professor Harry HL Roque


Harry Roque is a professor and director at the Institute of International Legal Studies Centre at the University of the Philippines.

He has been admitted to practice before the UN War Crimes Tribunal for Rwanda, as well as for the International Criminal Court. He is currently representing some of the families in the prosecution of 197 people involved in the planning and carrying out of the Maguindanao Mindanao massacre—the worst single massacre of journalists in history. He earned a Master of Law from London School of Economics, Bachelor of Law, College of Law, University of the Philippines, and a Bachelor of Arts in Economics and Political Science from The University of Michigan.
